The story states “Urso has since purchased Ciko for a legal dollar. “ What does the term “legal dollar” mean? Did Urso literally purchase the dog for one dollar, or does this term mean something else? If so, why don’t they say the purchased the dog for “a dollar”?
In order to satisfy the terms of a contract, some money has to change hands (known as “consideration”). So essentially the dog was free. But the city can’t execute a contract for a property transfer without an exchange of value.
